
Risk Division Authority has commenced formal Tribunals review of evidence concerning alleged conduct by the United Kingdom Government that may engage:
Review is active.
Evidence is received, preserved, authenticated, and assessed against the elements of applicable legal rules. State conduct, institutional conduct, individual responsibility, attribution, knowledge, intent, policy, facilitation, concealment, obstruction, and failure to prevent will be examined separately.
Article 6 and Article 7 inquiries do not depend upon finding that a non-international armed conflict (NIAC) exists. NIAC classification will be determined independently under each applicable rule family.
Any asserted belligerent-reprisal justification will first be examined for legal availability under the applicable conflict classification and source of law. Where such a doctrine is claimed, each required condition will be tested independently and cumulatively. An act will not be authorized as lawful merely because it is described as a reprisal.
Review will produce:
The completed record may be cited, relied upon, challenged, or examined by any lawful actor. External recognition is not a condition of its production or publication.
Findings will be determined by the evidentiary record and applicable law.
